Since June 2009, IR Technologies has supported the Logistics Distribution and Policy Branch at HQMC in all matters related to program and project management that shape logistics plans and policies necessary to sustain excellence in expeditionary war fighting. Our focus is to standardize and enhance the Marine Air Ground Task Force’s war fighting effectiveness by providing superior functional support through modernizing logistics processes and procedures, implementing proven technology and best practices, and fully integrating the supporting establishment (bases and stations) as the fifth element of the Marine Air Ground Task Force (MAGTF).

IR Tech provides comprehensive professional services in the context of: Technical Program and Project Management; Best Practice Business Enablers; Organizational Change Management; Requirements Management; Logistics Systems Functional Expertise; Force Deployment Planning and Execution; Sustainment Planning Systems; Distribution and Supply Systems; Database Design and Development; and Small Scale Operational Modeling and performance measuring.

Our staff manages improved distribution policies, distribution support planning, limited process reengineering and functional process improvement support necessary to enhance critical policy and interim oversight related to precision distribution required by the Operating Forces. We provide subject matter expertise necessary to satisfy complex customer requirements management and successfully document strict performance objectives related to distribution effectiveness, budget design and execution and documentation analysis.

Services:

For LPD-1 our staff supports domain leadership in the areas of traffic management and movement of freight worldwide by establishing a focal point for efficiencies in transporting, routing, tracing and documenting freight movements within the Defense Transportation System using the Automated Manifest System-Tactical (AMS-TAC), Tracker and Cargo Movement Operations System (CMOS). Additionally, we use required staff processing to gain consensus for transportation policy revisions and amendments regarding the movement of arms, ammunition and explosives shipments (AA&E); container leasing/purchasing policy, customs and border clearance issues; preservation, packaging and packing issues (P3) and Traffic Management Automated Information Systems (AIS). Recently, our functional staff provided significant value added enhancements to Transportation Financial Management by identifying the complex, multifaceted, multi-million dollar billing problem and conducting extensive analysis to resolve the problem. A detailed review of over $400 million dollars in transportation billing resulted in cost avoidance of over $10 million dollars.

For LPD-2 our Subject Matter Expert (SME) team develops traffic management policy and programs for the movement of passengers and the movement and storage of household goods. Improved policy and streamlined procedures are constantly the focus of our SME team as they provide contemporary guidance to Marine Corps Traffic Managers and Service members on household goods (HHG) and passenger transportation issues. As required IR Tech recommends and documents draft USMC policy and procedures for the implementation of Joint Federal Travel Regulations (JFTR). Our team has realigned customer relations, revised standards and procedures relating to commercial carriers, and documented improvements to resolve passenger and personal property issues.

Our support for LPD-3 is organized to sustain Enterprise focus for strategic mobility (strategic sealift and airlift) policy, embarkation policy and wartime transportation planning. LPD-3 provides Marine Corps input to Joint strategic mobility reviews and initiatives. Functional Proponent and Oversight for an extensive inventory of bridging technologies is also provided by our onboard staff. These applications are widely used by deployed forces heavily engaged in operational commitments.

LPD-4 is a key resource for Marine Corps distribution. Our professional staff is committed to expert management of the Second Destination Transportation (SDT) requirement announced by Marine Corps Order 4610.xx and for funding world-wide movement of Marine Forces tactical equipment and material. We consistently update procedures and policies for the SDT POM submission and budget execution, assignment of transportation account codes, air clearance authority issues. SDT is a major cost driver considering that items are shipped to LOGCOM or other directed facilities for repair and then shipped elsewhere to fill unit T/E deficiencies. The SDT budget for this critical activity could range in excess of $600M.

Related to LPD-5, our staff has accomplished detailed functional and technical analysis to provide appropriate staff mixes to support current global distribution requirements and includes the procurement or acquisition of DoD or commercial transportation resources for the movement of personnel property, equipment, supplies and personnel via various modes of transport. We have developed Analysis of Alternatives and cost models to determine the best mode of transportation, DOD or commercial, and to align policy to validate selections and approve funding.

Collaboration and DoD Interfaces:

In support of Domain Advocacy, IR Tech professionals have planned and facilitated functional conferences and workshops designed for interfaces with the operating forces internal and external distribution activities and agencies. The range in depth of the Advocate responsibilities is significant and includes a full-range of meeting support activities to include: IPTs, conferences, workshops, data quality meetings, sustainment meetings, and coordination with other programs and organizations to include Worldwide Transportation Management Office Conference, Service Deployment Distribution Conference (SDDC), DSG, Distribution Transportation Task Force (DTTF), OSD Distribution Policy, USTRANSCOM Joint Deployment Operations, MAGTF Distribution Working Group, Arms/Ammo Explosive Working Group (Council of Colonels), Defense Transportation Coordination Conference, Portfolio Managers Board (PG-10), and OSD Transportation Policy (Council of Colonels). As a stakeholder resource collaborating with USTRANSCOM, we have prepared and presented a variety of briefings on complex distribution initiatives including IDLs, Agile Transportation for the 21st Century (AT21), TED2, and Joint Task Force-Port Opening to a wide range of military and civilian audiences, garnering broad-based support and ensuring the success of these initiatives. Our staff is recognized as a valuable asset in preparing and presenting Marine Corp distribution materials to stakeholders and process owners at the DoD level. We also support MARCORSYSCOM as the Functional Advocate for all Distribution logistics information systems as a partner for the budget process and for validation of sustainment opportunities.
