IR Tech performs core program support and life cycle sustainment functions in support of the Program Manager (PM) for the Marine Corps Networks and Infrastructure Services (MCNIS) Marine Corps Systems Command (MCSC). The PM MCNIS is responsible for executing over $450M a year in programmed funding in support of the fielding, oversight, and long-term support strategies of the Navy Marine Corps Intranet (NMCI). The NMCI gives the Navy and Marine Corps secure, universal access to integrated voice, video, and data communications. PM MCNIS spearheads USMC efforts to transition to the Next Generation Enterprise Network (NGEN). Our program management support included advisory and assistance services necessary to research and analyze statutes, regulations, policies, standards and best practices to provide accurate functional and integrated (cost, schedule, and performance) assessments, status reports, project charts, plans of actions and milestones, and position papers with regard to the next generation USMC IT environment. We provided in-depth knowledge of Federal, DoD, DoN, and USMC Program/Acquisition Management regulations, procedures and processes as well as deep Program and Project management experience. Our support enabled PM MCNIS to development and gain approval of a number of significant planning artifacts, including the NGEN Acquisition Strategy, Configuration Management Plan, Risk Management Plan, Cost Analysis Requirements Description, and Schedule Management Plan. We also were instrumental in establishing a number of key MCNIS projects by developing and baselining numerous project artifacts, to include charters, work breakdown structures (WBS), and integrated master schedules (IMS). Effective program operations and management begins with clearly defining the requirements and end-state objectives of each task, as well as the rigorous application of project management disciplines and proven system engineering methodologies. Our program/project management disciplines are based on the Program Management Institute’s (PMI) certification body of knowledge.
