Total Force Structure Management System (TFSMS) JCIDS Support

The United States Marine Corps (USMC) Total Force Structure Management System (TFSMS) is the authoritative source for Marine Corps force structure data and provides capabilities for web-enabled automated workflow, planning and decision support within an integrated environment. Its data resources support decision processes across a wide breadth of USMC enterprise business and warfighting mission areas. Future capabilities require enhancements to integrate evolving Global Force Management capabilities and reporting requirements, as well as, Global Information Grid net-centric shared data architectural transformations.

IR Tech provided Joint Capabilities Integration and Development System (JCIDS) analytical support, system engineering and process management to the Marine Corps Combat Development Command (MCCDC) Command and Control (C2) Integration Division (C2ID), to define and baseline TFSMS future capabilities. We developed and executed a targeted series of JCIDS (Functional Area Analysis (FAA), Functional Needs Analysis (FNA) and Functional Solution Analysis (FSA)) analytical assessments, developed an operational capabilities baseline, authored and shepherded through the Joint review and approval process the TFSMS Block 1 Capabilities Production Document (CPD); in addition we developed the TFSMS Block 2 Capabilities Development Document (CDD) and formulated the TFSMS Block 2 CPD.

IR Tech developed a successful approach incorporated in an overarching decision support framework coupled with a series of rigorous analytical processes representing a structured methodology for assessing current and emerging force structure and equipment integration capabilities and requirements, as well as net-centric data and technology mandates. Our decision-support framework and Integrated Process Team (IPT) facilitation ensured the synchronization and integration of the support team’s efforts with MCCDC, as well as the TFSMS stakeholder community including Manpower & Reserves Affair (M&RA), Plans, Policies and Operations (PP&O), Programs & Resources (P&R), Command, Control, Communications, and Computers (C4)/Chief Information Officer (CIO) and the Marine Corps Systems Command (MCSC) Command Project Officer. Our support framework was founded on the application of MCCDC capabilities development IPT guidance and processes to ensure the validation of analysis outputs and consensus among TFSMS stakeholders. A comprehensive decision support framework was critical to successfully guiding and supporting the efficacy of the analysis process by identifying system metrics, Key Performance Parameters (KPPs {e.g. thresholds, objectives}); benchmarking the capabilities sets of current and programmed capabilities; identifying capability gaps posing the most operational risks; and prioritizing suitable solutions (e.g., COAs).

Critical facets of our analysis process included the application of systems engineering methodologies, developing a capabilities framework to qualify requirements and ensure traceability, assess alternatives, and select appropriate Courses of Action (COAs). Our analysis approach focused on applying systems engineering rigor to the evaluation of Joint (Institutional) Force Generation/Force Management Concepts and existing TFSMS program documents (i.e. - Mission Needs Statement (MNS), Statement of Need (SON), TFSMS System Requirements Specifications …etc.), as well as other documents predicated upon the guidance at CJCSI 3170.01E.
